This facility provides services for juveniles awaiting placement on a more permanent basis (move to state prison, a better home situation, etc.).  The population make up is about 98% male and 2% female, and 93% of the juveniles are ethnic minorities.  While housed here, juveniles are given educational services through accredited organizations.  Common core subjects are taught which lead to GED and high school equivalency certificates.  Career and technical training are also provided through outside service providers.

Upon intake into West Valley Juvenile Detention and Assessment Center, all juveniles are given a comprehensive medical exam to learn what kinds of medical attention they will need during their stay.  General health care, reproductive health, and psychiatric services are provided in-house at the facility.  Juveniles are offered any mental health services needed during their time at the facility since the environment can be stressful and cause emotional distress.  Outside service providers are used to allow the juveniles to have access to specialty and dental care during their stay if it is needed.  All medical care at West Valley Juvenile Detention and Assessment Center meets the Juvenile Detention Center Healthcare standards.

Juveniles must go through the orientation process when they first come to the facility.  This is in an effort to reduce rule violations and increase the safety and security of the facility for all juveniles and staff members. If juveniles have any disabilities such as being deaf or blind, staff will provide the information using alternative methods to ensure their understanding. Good behaviour and following rules is incentivized by staff using a point system, and juveniles are reminded that their rooms and belongings are subject to search by staff at any time for any reason.

As a standard, all juveniles receive the following items upon arrival at West Valley Juvenile Detention and Assessment Center: two blankets, two sheets, a uniform, a t-shirt, a pair of shorts, a sweatshirt, a towel, a wash cloth, a tooth brush, a hair brush, a hair comb, and soap.  Juveniles are expected to maintain proper personal hygiene at all times.  The point system used by staff to incentivize good behavior includes points possible for cleanliness of personal space in addition to points for good behavior both in the facility and in school. These points can be used to purchase canteen items such as chips and candy in addition to being used for High Pointer Nights for juveniles that routinely obtain most of the points available to them.
