Glen Helen Rehabilitation Center is part of the San Bernardino County jail system. The facility houses 1,446 male and female offenders and spans about nine acres.  Three housing units are dedicated to male inmates that are awaiting trial or serving county sentences.  Two of these units are minimum security while the third is maximum security.  Initially, Glen Helen Rehabilitative Center opened in 1960 as a work camp with a maximum capacity of 100 high security males.  Before this, the property was used as the Sheriff’s Basic Academy before it was moved to a space north of the jail. Currently Glen Helen Rehabilitation Center has a capacity for 1,120 males, but usually houses about 550 males on average every day.

Some of the sentenced male offenders have the opportunity to take specified classes which may lead to them becoming qualified for the San Bernardino County work release program.  During the work release program offenders are able to do work for the county (sanitation/up keep of county buildings and parks) or return to previous employment while using their non-working hours to re-establish connections with family or doing community service work.  Offenders must remain on an electronic monitor for the duration of their work release program.  The monitor costs $15 per day which is to be paid for by the offender, but if he is unable to pay for her monitor, this does not automatically disqualify him for work release.

Fire fighter training is also available at Glen Helen Rehabilitation Center, and this training extends to the female offenders as well as the males.  In November of 2015, Glen Helen Rehabilitation Center had the first female fire crew graduate from fire camp training.  This was the first offender work crew of its kind in the state of California. The fire fighter training camp is an 8 acre facility in San Bernardino County.  The program first began with a partnership between the Sheriff’s Department and San Bernardino County Fire Department in an effort to allow inmates to spend their time in a more productive manner.  Offenders are able to complete the program early in their sentence in order to have time to serve on the fire crews to feel a sense of accomplishment and purpose.

Also located at Glen Helen Rehabilitation Center is the Inmate Services Unit which serves all county inmates (about 5,000 total offenders).  This unit provides GED classes, specialized classes for job training purposes, vocational training courses, substance abuse courses, and more. The Inmate Services Unit supports the county’s mission to lower the offender population in San Bernardino County to keep overcrowding and lack of resources at bay.

In 2015 San Bernardino County was under investigation for the mistreatment of gay and bisexual inmates.  These inmates requested to enroll in the substance abuse rehabilitation program at Glen Helen Rehabilitation Center but were denied because San Bernardino County would not allow them to be housed at the facility. Instead these offenders had to work through a self-study, journaling-based rehabilitation program that did not count toward consideration of time off their sentences.

Currently a plan is being drafted to remodel two existing dorms to house over 500 more pre-trial and sentenced offenders.
