Okmulgee County Jail used to hold a contract with the Oklahoma Department of Correction to house state prisoners in its county beds.  Okmulgee County was paid an agreed upon price by the state of Oklahoma in order to cover the cost of the inmates’ room and board expenses.  This arrangement was made to deal with the overcrowding problem the state prisons were experiencing a few years back.  However, now the Oklahoma Department of Correction is working to lessen its debt by cutting costs in needed and creative ways.  Because of this decision, contracts such as the one the state had with Okmulgee County Jail is being terminated to save over $770,000 per year.  The state was paying the county jail $32 per day per inmate to house the state prisoners.

While the Okmulgee County Jail was housing state prisoners, it was mandated by the contract for the facility to provide educational and rehabilitative programs to the inmates.  The exact programming curriculums were up to the county jail executives and administration, but every inmate was to have access to substance abuse and educational information. In addition to cutting costs, the Oklahoma Department of Correction no longer needs the extra space of the Okmulgee County Jail beds.

Built in 2001, the Okmulgee County Jail has a total inmate capacity of 150 people.  The daily population of the facility is about 146 on average.  This facility is staffed by 25 Sheriff’s Office representatives.  These individuals are not usually fully certified Sheriff’s Deputies, but they do go through a screening process and a full training program to prepare them for work in a correctional facility.  Because of this the staff to inmate ratio is much lower than the recommended level.  When staff levels are too low with a larger inmate population, the safety and security of the facility is compromised due to lack of man power.

The twenty five Okmulgee County Jail employees split a salary budget of $750,000.  This means that they work in conditions with less than adequate staffing levels in addition to a low wage.  These staff members are required to participate in regular training exercises throughout the year to ensure they are ready to handle any situation that may occur within the facility.
