The Hamilton County Jail is located in Noblesville, Indiana just north of Indianapolis, state capital and largest city in the state of Indiana. According to the 2010 Census, Noblesville has a population of 51,969. It is the county seat of Hamilton County.

The Hamilton County Jail is operated by the Hamilton County Sheriff’s Department. The jail has about 26 part-time correctional officers and 47 full-time officers. The building was originally constructed in 1982 as a 296-bed facility but currently, the jail regularly houses between 300-350 inmates, way over capacity. This is not uncommon in many American jails and researchers such as Patrick Langan (1991) have stated many jail and prison populations have increased sharply since the 1980’s particularly due to increases in arrests for drug crimes.

Overcrowding in jails can be very costly for county officials though Hamilton County has been fortunate in their recent economic outcomes. In a 2015 interview with the Current in Westfield newspaper, Hamilton County Commissioner Steve Dillinger said in 2014, the county operated approximately $16 million under the projected budget for that year. This is good news for Hamilton County Jail staff as they should be able to continue operation and services without the economic strain faced by other correctional facilities in other parts of the nation.

Like many county jails, Hamilton County Jail houses a wide range of offenders for a variety of offenses. Offenses of inmates in that facility vary from minor crimes such as public intoxication to more serious felonies such as rape or murder.  All individuals arrested for crimes in Hamilton County are brought to this facility. Once incarcerated in the jail, the inmate’s care and safety become the responsibility of the jail staff. The Hamilton County Sheriff’s Department claims the jail is self-contained and most services such as laundry, meal preparation, as well as most medical treatment is provided in-house.

As with most jails, inmates at the Hamilton County Jail will vary in the time they spend incarcerated in the facility. Some offenders may be released after a short stay while others may remain in the facility for months or even years while they await trial or sentencing. A longer stay in a correctional facility can create a burden on the offender’s family.  Fortunately for inmates within this facility, the jail staff allow visitation five days per week, from Monday through Friday, with the first visitation beginning at 8:30 A.M. and the final session concluding at 10:00 P.M.

County Commissioner Steve Dillard claimed in the 2015 Current in Westfield article that the population of Hamilton County will increase significantly over the years to come. This could mean an increase in jail population as well. The jail consistently runs near and at times possibly over capacity. This could become a concern for county officials as the challenge to keep pace with a rapidly expanding population looms near. This will likely present cost and staffing concerns that the sheriff and other corrections officials must address in the near future.
