The Burnett Bayland Reception Center has 144 beds for male juveniles who are between the ages of 10-17. Any young male that is awaiting placement in a county residential facility goes to this reception center so he can undergo extensive evaluation. It is here that there is a determination made as to where to place the youngster that would benefit him most. This facility also has specialized courses of treatment including the following:

  • Psychiatric Stabilization Unit- The MHMRA (Mental Health Mental Retardation Authority) performs evaluations on at-risk youth to determine if special counseling is required. There are many individualized counseling programs to help individuals based on these evaluations.
  • Sex Offender Program
  • Drug dependent treatment program

In addition to these programs, the BBRC has a 30-Day Intense Impact program that stresses structure and family reconnection. They also have special programs put on by different organizations within the community including the following:

  • Rotary Club – Teaches life skills through groups called “Success at Work”
  • Special Youth Services and Crossroads – Help organize volunteers to come and do a variety of programs for the youngsters including tutors, religious services, art, and guest speakers to name a few.
  • Writers in Schools – Help teach writing skills to juveniles
  • Aids to Victims of Domestic Abuse Program – Organizes programs to educate boys in maintaining and developing healthy relationships.

This facility incorporates the Mandt System into the foundation of their programs. This system is used by all staff so that everyone at the facility can feel safe in their surroundings. This program, in theory, uses no restraints to control juveniles. They are taught to de-escalate any situations that may eventually lead to violence. The feeling is that if the children and adolescents develop trust at the facility, they will begin to open up to past problems and learn to deal with them. The biggest fundamental goal of this facility is for the juveniles to feel safe and secure here so they can relax, learn and grow. If the children are “watching their backs” constantly there is no way they can learn the skills they need to survive in the world “on the outside”. This system does have 2 types of restraint methods that are taught in the event a juvenile is threatening the safety of other children or staff but the facility does not use floor restraints at all.

The Burnett Bayland Reception Center is a temporary home for all juveniles that enter the correctional system in this county. Some will remain at this facility and others will be transferred to other facilities or they may go home. This center serves as a very important way station so that the best interests of the child can be attained.
